I have a ligustrum tree that I would like to transplant and was wondering if it would be okay being that it is in the middle of summer? I live in northeast Floida.

Transplanting trees and shrubs in mid-summer can be stressful on them, but it can be done. Make the transfer quick so the roots do not dry out, and water your tree deeply immediately after replanting. One deep soaking per week should keep the roots happy and help them establish in their new home. Best wishes with the move!
