Last July I planted 16 Starflower bushes along my fence so they would grow like a hedge, 1 year later, they seem to be alive, but they look real woody with very sparse leaves, I have fertilized and mulched them, but they seem to be doing nothing, any Suggestions.

Luann,

Your plants may be suffering from a soil moisture extreme, or may have suffered that in the past few months. Too much water drives oxygen from the roots and too little causes root death by dessication. Both can result in loss of foliage on the tops. Dig down a few inches and feel the soil to determine whether or not you need to water. Hold off on more fertilizing for now and see if with some time and moderate soil moisture they are able to resume normal growth.
