We recently purchased a home with a stand of cedar trees in the backyard. I have noticed that something, presumably deer, are chewing the bark off the trees about 4' above the ground. Any recommendations for a environmentally safe way to deter the deer without harming them as well?

You're witness to the fact that deer will eat anything if they're hungry enough. How about putting poultry netting around the victimized trees until the deer figure out they can't chew through the wire?
