The ground ivy is crawling though of my 8 foot tall hedge, and into my garden.

It's important to get rid of the ivy before it roots in your garden! The best approach is to sever the roots at the property line. A sharp garden spade will cut through the vines and roots. Pull up and remove all the stems and roots. A more permanent solution is to dig a trench at the property line and place a buried barrier there to prevent the roots from invading your garden. You might also talk with your neighbor; perhaps they will trim the ivy to keep it inbounds.
