what does it mean when the leaves are not flat they are ruffled?

Without seeing the plant, I'm not sure I can diagnose the problem. It sounds like damage at the point where the foliage emerges from the bulb. This can be caused by growing conditions or some kind of physical damage to the bud or tip of the emerging leaf. It might also be the result of insect feeding, inconsistent soil moisture, or overfertilization. Sorry I can't be more specific!
