My neighbor's male dog loves to urinate and defecate either in my flower beds or directly on my plants and shrubs.
What can I do to stop him from this?

There are several approaches you could use. One would be to fence the yard or the planting area to prevent the dog access, another would be to talk to your neighbor about keeping the dog out of your yard. (Many areas have animal control ordinances.) Another option would be to try using one of the granular or spray on repellents labeled for dogs. Or, you could try one of the motion activated water sprays or similar devices. I hope this helps.
