I think you are asking about the hardy trumpet vine or Campsis radicans. This is a very large vine and would be difficult to transplant if it has been planted for more than a short time. If you want to try, you would need to dig as much of the root system as possible and cut back the vine portion to compensate for all the lost roots. The time to do this would be early spring as soon as the soil can be worked and before it starts to grow for the season. Another option might be to layer it or take a division from some of the root suckers at the base of the vine. Here are directions.
