Question: can you just cut a stem off of this plant and plant it in soil and them it will grow roots?

Answer: Butterfly bush or Buddleia davidii can be propagated quite easily by taking softwood tip cuttings. Here are directions on how to do that. You may need to cut and paste the complete url into your browser to make it work correctly.
