To much straw (hay) - Knowledgebase Question

Should I get all the old straw (hay) up before reseeding the lawn in the front?
We have way to much hay and the seed is not growing! It is a big yard and the water is just sitting on top of the hay.
What should I do?
We are putting down new top soil in the back yard. Should I get all the old hay up or can we put the new top soil down over it?

It sounds like too much of a good thing! I'd rake the straw away and reseed the lawn. If you want to cover the seeds to help retain moisture, try a thin layer of peat moss.
