My bulbs are starting to come up in the country (Shohola,PA)... Anyway, I planted them with bulb starter, but should I use bulb starter again now that they are coming up? If so do you just sprinkle around the sprout?

No need! They're behaving just as they should.

You might apply some fertilizer after the flowers are done and the leaves are working to build a strong bulb (with enclosed flower) for next year. And yes, when the time comes, sprinkle the fertilizer on the ground around the leaves and maybe scratch it in with a small rake or trowel.
