my peonese are finished blooming,is it wise for me to trim them down,now or ever ?

Peonies need their foliage all season so do not trim them down now. After they bloom you should deadhead, meaning trim off the faded flowers. Leave the foliage intact. The growing foliage keeps the plant vigorous all season so it can bloom again next spring. In the fall, after frost, trim off the now-dead stems and foliage and dispose of them in the trash. This step helps prevent the carryover of any pests or foliage disease from one year to the next.
