After it blooms, should I remove the spent part or is it best to keep.

When the flowers have faded you can snap them off the plant if you're careful. Lilacs develop flower buds during the summer months for next year's floral display. The buds are located just below the current year's flower. So, if you cut the blooms off carefully , you won't lose next year's flowers.
