Most vegetables will grow and mature before the summer's heat if you plant them in March. You can plant a second crop in September and it should grow and mature before Christmas. I would avoid planting anything in June, July and August. Roses can be planted as soon as they are available in nurseries, usually October through February. Plant them before March and they should have time to become established before hot weather arrives.

Best wishes with your garden!
