I would like to know when the best time is to cut back or transplant lillies that have already gone through full bloom?

Fall is the best time to transplant lilies. If you can wait until after a frost has killed the tops back, you can cut off the stem then dig and transplant the bulbs. They will be well established by next spring and will ready to grow and bloom right on schedule.
