2 questions: 1) Around June 20th, I spread topsoil and put down starter fertilizer and seed to patch sections of my lawn that were bare. I realize that this is late but it was the first chance I had to do it. Most of the new seed is coming in well except for the sections that get a lot of sun. I have been watering at least twice a day. Should I try to re-seed these sections now or wait until September?
2) I also have a lot of weeds overall. Considering that I seeded in mid-June, can I apply a weed-and-feed fertilizer now?

I'd apply the weed and feed now and wait until this fall to reseed the bare areas. Sometimes grass seeds dehydrate after they've begun to germinate and they simply wither away. It's important to keep the seed bed moist and you may need to water more often than twice a day to keep the seeds moist. Planting in the fall when temperatures are cooler and rainfall usually abundant will make grass starting much easier.
