Setting out Tomato Transplants - Knowledgebase Question

I live in Charlotte NC (zone 7) and I am wondering when I can set out my tomato and pepper transplants in my Wall O'Water plant protectors.

The Wall O'Waters can protect your plants several weeks before your last frost date. I have found, however, that if the soil is too cool, the plants won't grow much even with this protection. So I would recommend that you place a sheet of clear plastic over the soil for a week and then cut holes in it and plant your tomatoes and peppers in the Wall O'Waters. Good luck.
