I have a 10 feet weeping willow tree. When should i start prunning the tree ? What month or season should i start ?

Spring is usually the best time to prune trees and shrubs. This way the plants will have all summer to regrow (and cover up any pruning cuts). You can prune now (in mid-summer), but don't remove more than about one-third of the live plant material or you could stress your willow tree.
