What is the right time of the year to move/transplant a day lily in my region of the country?

The best time would be in early spring as they begin to grow for the season. This allows them the longest period to re-establish during the growing season. You can also do it in late summer/early fall, preferably allowing at least 8 weeks before the ground is expected to freeze.
