my lemon tree has no fruit or flowers this year, although I used stick firtilizer.

Flowering has as much to do with maturity of a tree as it does with weather and cultural care. While it is convenient, the fertilizer spike may not be providing all the nutrients your lemon tree needs. I'd use a citrus food (in amounts and with the frequency as suggested on the label) and then be sure you water your tree deeply all year around. With adequate moisture and food, and without freezing weather which could kill the flowers, your lemon tree should produce lemons for you next year.
