my lemon tree has many yellow leaves and some white fuss under some leaves. What's wrong and how do I fix it?

I think the white fuzz you are seeing are colonies of whiteflies or aphids. The leaves are turning yellow because these insects are feeding on the fluids within the tissues of the leaves. Insecticidal soap sprays will control both these pests but you'll need to make repeat applications to eliminate them all.
