Removing the spent blooms allows the plant to put its energy into more growth and blooms rather than into developing the seed pods. However to get the benefit you need to remove the blooms right as they are fading. Removing dried pods may improve the bush's appearance but the plant has already spent the energy necessary to produce the seed pods. Keep in mind also that while this will encourage more blooms and a little longer bloom period it won't keep the crape myrtles blooming indefinitely.
