I have approximately 100 square feet of ground I wish to
cover with Phlox. Approximately how many plants should I
purchase, and how fast will it fill out? Suggestions as to the type of Phlox would be welcome.

I am going to assume you mean the spreading ground cover type of phlox, and not the tall type.

Plan to space plants 12" to 18" apart. For quicker coverage, plant closer to 12" apart, if you can be patient for the area to fill in, go with 18" or more between plants. So, by my calculations, you could go with anywhere from 50 to 100 plants. With 100 plants, you should have pretty good coverage by the third season. It will take longer with fewer plants.
