I have a Madagascar dragon tree that is infested with Mealy bugs. What is the best way to get rid of them??

You can dab at them with a cotton swab dipped in rubbing alcohol, or you can spray with commercially formulated insecticidal soap. Read and follow all of the label directions. Be sure to spray the entire plant from top to bottom including the junctures of leaf and stem and the undersides of the leaves and repeat as indicated in the directions.
