Question: The white dots on my dessert rose.
And white powder on my carmellia bush.
I have tried some fungicide and mildew chemical for roses and others but mildew and white powder still return. Please help

They could be insects such as scale or mealybugs or whiteflies. I suggest you take a sample to your County Extension Office and see if they can identify the problem and if necessary prescribe an appropriate remedy.
