Question: how do you propagate this plant if it does not grow a stock?

Answer: Dracaena is usually propagated through stalk cuttings but you may have some success with a leaf cutting. Try taking a single leaf and cutting the tip (3-4"), dipping the cut end in rooting hormone, setting the cut end in seed starting medium and covering the cutting with a plastic wrap tent. The leaf tip may root. let's hope so!
