Fungus on Privet - Knowledgebase Question

I have a white fungus growing on the stems of my privet hedge. Please tell me what it is? I also need to know how to treat it or if I should remove this section of hedge.

Hmmmm... It could be a number of things. It could be cottonycushion scales, mealybugs or woolly aphids. There's also the possibility of powdery mildew. Any other clues?
At this point I wouldn't cut it out. Try to find out what it is first. Can it be wiped off? Are leaves dying? How much of the shrub is affected? Was it there at the end of last fall, or has it just shown up? Is there a nursery near you where you could bring a sample (sealed tightly in a plastic bag) for identification?
