I have a Nikko Blue Hydrangea that has never bloomed. It was planted 3 yesrs ago in Maine.

Your Nikko Blue hydrangea produces flowers on new wood which develops on old wood. If your hydrangea freezes down to ground level every winter, there will be no old wood on which new flowering shoots might develop. If this is the case, your Nikko Blue will never flower.
