MY SISTER HAS A SMALL JAPANESE MAGNOLIA ON HER DECK. JUST ABOUT ALL THE LEAVES HAVE FALLEN OFF HERE IN LATE JULY EARLY AUGUST IS THIS NORMAL? ONE OF THE LIMBS LOOKS LIKE IT IS DEAD SHOULD LEAVE IT ALONE FOR NOW RIGHT?

That is not normal. The plant is likely either suffering from soggy wet soil in the container or more likely from dry spells which are causing root loss and loss of foliage. It may need to be in a larger container as small containers are more confining and result in the need for more frequent watering.
