Individual specimens of Colorado spruce (Picea pungens) can vary in color from green to blue toned. With seed-grown plants there will be natural color variations from plant to plant. There is nothing you can do to treat the plant to make the color change from green to blue. To assure a good consistent blue coloring you would want to plant one of the named varieties that have been selected for their color. These are often propagated by grafting to assure they are consistent. "Hoopsii" for instance is a popular blue cultivar. The different cultivars will also have different expected mature size ranges. The best one to plant will depend on how much space you have for the tree to grow and mature. I hope this helps.
