I have a chain link fence with top and bottom rail. Grass and weeds grow between the links and we can't get them out.
I was wondering if using a garden torch is a good solution for my problem?

As long as you can control the flame and keep it from harming adjacent lawn and ornamentals, torching is a reasonable solution for your problem. Don't apply the flame expecting to incinerate and eradicate the weeds, though. Anything subjected to the heat will turn yellow, including the unwanted weeds and grass.
