I have an orchid that I purchased from HD in March. It's bloomed twice. The flowers fallen off. Now the stems have turned a brown color, like they are dead. The plant is growing new leaves so I know its thrieving. Should I cut off the stems? Will it grow new stems for more flowers. Or is my plant done with it blooming for a while?

Based on your description you should go ahead and trim off the dead portion of stem. Most orchids are cyclical bloomers, so it may take months before it sends up a new stalk and blooms again.
