I want to start a container garden since we live in an apartment. When would be the best time to plant so that it'll bloom next spring? any suggestions on what would be the best flowering plants in my region, NC?

Annuals will give a continuous display of flowers. For a sunny spot, you could plant colorful pansies or violas this fall to bloom for much of the cool season and into the spring. Once the weather turns warm you will need to switch to heat loving annuals. Your local botanical garden might also have some suggestions. Enjoy your container garden!
