I would like to remove some inherited shrubs with our new house. I was wondering when is it a good time to remove them and plant new ones?

You can remove the old plants at any time. If you have a choice, wait for the cooler weather of fall to replant. When temperatures are cool and rainfall abundant, roots establish quickly, and plants show little transplant stress. Best wishes with your new plants!
