I'm wondering if this is an annual of perennial. How tall and wide it gets. If it can be grown in my area of Wisconsin. Sun or shade. and if it really works for misquitos. I have property on a lake. Will it work?

Heuchera Citronelle is a perennial in gardening zones 4-9. You are in zone 5 so it should be fine. Heuchera Citronelle grows about 10" tall and 14" wide and is sun tolerant. The foliage has a citrusy smell which, if crushed to release the fragrance, will repel mosquitoes. I wouldn't count on it to keep mosquitoes at bay, though, because it only works if the leaves are crushed, and for only as long as the fragrance is strong.

Best wishes with your garden!
