Question: Is there any way to turn a garden in place into a raised bed one without pulling out shrubs and trees? Having lots of problems with deep grass roots overtaking garden even though landscape fabric was used. Thanks!

Once you have planted shrubs and trees you can't raise the soil level. You could remove soil between trees and shrubs to facilitate drainage. If grassy weeds are invading your garden, they can be controlled by using a grass specific herbicide. You may also want to install a vertical barrier in the soil to prevent the grassy weeds from invading the beds.
