what tape of perennials can i plant in a container that only holds a small amount of soil

Smaller containers are difficult to plant successfully. In summer they dry out too quickly and in winter they freeze/thaw and stress the plants that way. You might try some small growing groundcover type succulents such as sedum. Good luck with your experiment!
