Question: When is a good time to cut down the mums after the first frost? I just planted my garden mums they are perennials and planted them with Miracle Grow potting soil?

Answer: When a hard frost kills the stems of your mums, cut them down to ground level and mulch over the top of the plant. In the spring the roots will send out fresh new shoots. You can either leave the plant alone or you can dig it up and divide it, making sure that each division has at least one shoot with some roots attached.
