Answer: I'm not sure you can re-situate a palm that is 18' high without the help of an arborist. The process won't be easy, but with the right equipment you should be able to excavate the soil from the high side and with canvas straps about midway up the trunk you should be able to straighten the trunk (which will lower the roots into the hole you've dug). Fill in over the roots that were exposed. The arborist may suggest you keep canvas straps attached to the trunk to hold it upright until the palm roots at the proper soil level.
