I moved into a house and there are dusty millers planted, do they come back every year? can i move them? i live in pittsburgh. thanks!

Dusty miller would not be expected to survive the winter in Pittsburgh. I should mention that there are some artemesias that look fairly similar but would be perennial in a well drained location. The best time to move those would be in the spring. It is too late in the year for transplanting now. Enjoy your new garden!
