I have a perennial flower bed. Is it too late to apply bagged sheep manure and cow manure which I just purchased? I live in southeastern Wisconsin.

If you spread organic fertilizers now they will spend the winter months decomposing, slowly releasing their nutrients into the soil. Your plants can't use the nutrients when they are not actively growing, but the nutrients will enrich the soil and as soon as the plants wake up in the spring, their roots will have a ready source of nutrients.

Or, you can wait until spring to apply the manure to your garden.
