Both narcissus and hyacinths need 14-15 weeks of cool temperatures so you can take yours out of cold storage about the middle of January. There is no guarantee that they will bloom exactly on March 16th, but it will be close. Set the pots outdoors where it is cold so the flowers won't "blast" from warm temperatures during the transition from cold storage to more normal temperatures. Best wishes with your bulbs!
