Hibiscus traditionally produce more flower buds than they can develop. They're kind of over-achievers, but they just don't have the resources to support all of the flowers, so they drop some of the buds. If your plant seems to be getting all of the attention it needs, you might also try an early morning misting or sprinkling to help keep the humidity high around the plant. Best wishes with your landscape!
