ARE CONFEDERATE JASMINE VINES EVERGREEN? OR DO THEY DIE OFF DURING WINTER?

I apologize for this delayed reply to your gardening question and hope it is still helpful to you.

Those vines are plenty hardy for your area. They love full to partial sun and need moderate to good drainage of the soil. They don't die back in the winter but in fact are evergreen.
