Early spring is typically the best time to plant trees or shrubs. This is usually when temperatures are cool and rainfall abundant, both of which will help new plants become quickly established. Don't fertilize at planting time, but be sure to water deeply once (or twice) a week, depending upon weather. If you plant now you should see some new growth by early summer.

Best wishes with your landscape!
