| It sounds as though the plants are still in their nursery pots. If so, they may have suffered some wind damage during transit or are showing signs of water stress. It's possible that a late freeze may have damaged the leaves. Both weigela and spirea are reasonably hardy plants so I'm confident they will perk up once the weather remains warm and they are able to establish their roots in their new homes in your garden. In the meantime, be sure they are watered thoroughly. After planting, water to help settle the soil and remember to water them deeply once each week during the growing season. Resist the urge to prune away any damaged leaves and stems until after the plants are well established in your garden.
