How do you start pepper plants from seed indoors so they don't get tall and spindly?

The key is to give them plenty of light. Once the seeds have germinated, it's best to place them under fluorescent lights. You can use grow lights, or simply cool white fluorescents. Keep the lights just an inch or two above the tops of the seedlings -- that will give them enough light to grow stocky and sturdy. Raise the lights gradually as the plants grow taller.
