Snow in Summer can be divided when it has finished blooming. Dig up the entire clump and then use your shovel to cut the rootball into several smaller pieces. You'll want to make sure each division has both roots and top growth. I just cut the rootmass down the center, then cut each half in half again. Replant or pot up the divisions as soon as possible and water them well. The divisions will probably wilt and look pathetic for a few weeks but once the roots become re-established they will perk right up. Best wishes with your garden!
