My Plants are dying back at the bottom of the shrubs. What would cause this?. Under the leaves of the plants their is a white podery substance. Is this a insect problem?. What is the optium height to trim these plants?.

Duranta repens 'Gold Mound' grows 12-18" tall so you can prune to keep it smaller. What you describe sounds like powdery mildew, a fungal disease. It may be best to cut the plants all the way to the ground to both remove the disease and to allow fresh air and sunshine to penetrate the new growth.
