I have two persian shields, one bloomed for the first time this year and the other one has never bloomed are they all supposed to bloom?

Typically Persian Shield will bloom the first year it is planted. There are always exceptions to the rule, though. You might try pinching out the tips of the growing stems. This will at least cause the plant to branch out and with any luck it will also stimulate flowering. Hope so!
