My small persimmon tree(3years old and 4' tall)had started to leaf out when the temperature dropped and the new leaves froze. Now three leaves have emerged but all the rest are doing nothing. Should I prune all the tips that froze or just leave it alone?

Pruning will promote new growth so cutting off the frozen branch tips should result in new growth. It might also be that your persimmon is waiting for much warmer weather before attempting to develop new foliage. I'd go ahead and trim back the frost damaged wood. This should encourage new growth.
